Abstract
An optimal control policy, minimizing total intersection delay subject to queue length constraints, is discussed. The problem is approached by first considering the simple case of a single congested intersection. Extension to a system of two or more intersections is not trivial, since travel times between intersections and turning volumes should be taken into account, and a solution to this problem is also presented for a simple example. Numerical examples are given to illustrate the applicability and the effectiveness of the theory.
