Intermittency in chaotic rotations

The rotational structure of chaotic flows tends to stay near a uniform rotation with occasional deviation away from it in the course of time evolution. It also tends to follow the phase-space rotation of a harmonic oscillator with occasional bursts away from this nearly uniform rotation. The intermittent behavior is analogous to on-off intermittency and the generality of this behavior is provided.
