N2 - In 1996, a coating and water proofing systems Manufacturer approached the Performance Based Studies Research Group (PBSRG) at Arizona State University (ASU) and requested assistance to identify the differential of their product as compared to others in the industry, create a performance measurement system to identify the high quality applicators, and minimize the risk of non-performance of low quality applicators. Collectively, these goals form the foundation of the Manufacturer's risk management structure. In the 16 years since inception, the system has gone through several iterations that correlate to the Manufacturer personnel's increased understanding. The latest iteration of the structure utilizes web-based technology, which has resulted in increased capability of the Manufacturer and its applicators to resolve issues. The objectives of this paper are to describe each of the system's major iterations, describe the manufacturer's current real-time best value information system, and document the impact of the system.
