Abstract

Disasters are typically associated with large-scale dislocations of community residents as damage to public and residential infrastructure forces evacuations (planned or spontaneous). If critical infrastructure is damaged significantly and disaster-related evacuations do occur, then emergency sheltering, temporary housing, and permanent housing repair and replacement become central challenges for communities.
