N2 - This article has embedded welfare triangle paradigm in empirical research by social exclusion and social policy. Starting from the situation in Sweden and Finland, it has analyzed the convergence and the differences in paradigm content. At the same time, by using the social research to quantitative analysis the data, it has drawn the economic recession and recovery. Based on the above analysis, it is necessary to build a welfare system that in line with the national condition, to select a long-term welfare system mechanism, and to constantly improve the prototype of the welfare system that has begun to take shape.
