The best-value concepts and principles of efficiency, accountability, and appropriate transfer of risk and control are important to maximize construction value and construction industry sustainability. It is very important to shift from price-based to the best-value environment to create a sustainable and productive construction industry. All alternate delivery systems can make this change if they measure performance to drive accountability, maximize competition, use performance and price in procurement. The solution to inefficiency does not lie within an alternate delivery process but with an efficient operational structure. It must be based on sound logical practices that increase client value, decrease cost, maximize profit, and assist the industry in becoming sustainable and capable of increasing performance in future.
