Abstract
Linking the internal cognitive attributes of capacity to the more instrumental and political dimensions of agency is one of the next challenges in vulnerability research. The concept of social learning and critical reflection and their association with collective action hold promise. The 'turn to capacity' in vulnerability research may be the best way to mobilise this recognition for the structural and transformative changes that are so necessary to address vulnerability at its roots.
