Abstract

Based on the set coverage theory and queuing theory, a two-stage combination decision-making model considering service capability is designed. The first stage determines the location of the station where the spare locomotive is deployed, and the second stage configures emergency service capabilities. An empirical analysis of the high-speed railway network of a railway bureau has obtained 3 emergency spare locomotive deployment stations and 7 emergency spare locomotives that can cover all emergency needs, which is in line with the actual situation and validates the validity of the model. It can be used as a reference for the design of the deployment plan of spare locomotive.
