STAKEHOLDER INFLUENCE ON THE TYPE OF ENVIRONMENTAL SUSTAINABILITY POLICY ADOPTED: THE CASE OF US LOCAL GOVERNMENTS

Abstract

Local governments adopt different types of environmental policies that focus on addressing local governments’ broader environmental sustainability concerns, or are incremental, focusing on enhancing organizational internal efficiencies. Using data from a nationwide survey of US city governments, we show that variations in stakeholders’ relational models with local government lead to different pressures on local governments and the subsequent adoption of different types of environmental sustainability policies. These findings add nuance to stakeholder theory in the public sector context.
