This paper introduces the research work of the Performance Based Studies Research Group (PBSRG), the Alliance for Construction Excellence (ACE) and the Del E. Webb School of Construction (DEWSC) to apply a new delivery mechanism, the Performance Based Procurement System (PBPS), for construction systems. The mechanism utilizes the concepts of `fuzzy thinking,' backward chaining, continuous improvement and management of information to improve construction product performance. The contract delivery process selects the best performing contractor/system, does not set a minimum level of performance, and works on the principle of total competition while offering increased protection for facility owners.
