The operational strategy and performance in public and non-profit organizations such as government agencies, social service organizations, and health-care institutions, are discussed. The services provided by the public and non-profit organizations are available at some times and in some places from for-profit providers. Non-profit or for-profit status and outcome quality are linked via two intermediate factors such as process quality and input quality. The different aspects of process quality are tied to better outcome quality.
