Abstract
Needs assessment refers to the processes and methods used by evaluators or managers to identify and describe the social needs that a program is intended to address. It is also an important tool to help improve the performance of an organization or a program. In an era of performance management, nonprofit organizations have been increasingly relying on evaluation tools to improve their performances and program impacts. One of the commonly used evaluation tools is needs assessment.
