The Construction Industry Institute (CII) has developed a suite of tools, namely the Project Definition Rating Index (PDRI) tools, to provide a structured front end planning approach for industrial, building, and infrastructure project types. CII has developed two tools for industrial projects: the PDRI - Industrial Projects, meant for use on large, complex projects, and the PDRI - Small Industrial Projects, for use on lower complexity projects. Previous research has shown that many aspect of small and large projects differ, but no direct comparison between the planning practices of these two distinct project types has been completed. This paper provides a detailed quantitative and qualitative analysis of the two industrial-focused PDRI tools discerning the specific front end planning similarities and differences between small and large industrial projects. Three conclusions were found through the analysis: (1) the rigor of the front end planning process should match the rigor of the project at hand, (2) small industrial projects have more pronounced renovation and revamp project considerations during front end planning than large industrial projects, and (3) the front end planning process for small industrial projects should be more focused on project execution as opposed to project feasibility.
