Application of DYNASMART-X to the Maryland CHART network for real-time traffic management center decision support

Abstract

This paper describes the application of DYNASMART-X, a simulation-based real-time network traffic estimation and prediction system based on dynamic traffic assignment (DTA) methodology, to the CHART network in Maryland. DYNASMART-X is a state-of-the-art realtime DTA system developed through FHWA-supported research to provide a core decisionsupport methodology for TMC's. The application considers the I-95 corridor network between Washington, D.C. and Baltimore. The focus is on the ability to use real-time surveillance data for traffic management purposes. The CHART network application allows use of the prediction and estimation procedures in conjunction with real time information to consider multiple traffic management strategies and scenarios in real time. This can improve the ability of the traffic management center to respond to unfolding situations, including incidents, congestion and other unexpected events, through provision of traffic information to travelers and deployment of various control measures. The paper describes the development of the CHART network model, and the steps involved in setting it up for TMC application. The capabilities and benefits of the system are illustrated through scenario analysis that considers real time information in the context of multiple alternative management strategies in response to the occurrence of an incident on the main traffic facility. These strategies are evaluated and compared in quasi real-time in terms of their projected impact on traffic conditions in the network and relative effectiveness to support real-time decision-making in response to unplanned disruptions.
